The EU Packaging and Packaging Waste Regulation, or PPWR, began general application on 12 August 2026. Later provisions have separate start dates for labelling, recycling, and recycled content.

Identify the packaging and operator responsibilities in scope for your business. Keep later dates with the legal conditions that determine when they apply.

## Start with the whole pack

The regulation covers packaging placed on the EU market, empty or filled, including imports. A serum's bottle, dropper, bulb, label, carton, insert, and shipping packaging may involve different materials and suppliers. List the components separately so technical questions reach the people who can answer them.

Map the supply arrangement to the regulation's economic-operator roles. Article 15 addresses manufacturers' conformity assessment, technical documentation, and EU declaration of conformity for applicable requirements. Establish who holds that evidence and who handles changes; do not assume a supplier's general assurance resolves the brand's role.

## Recyclability applies now; later measures have separate dates

The general requirement that packaging placed on the market be recyclable applies from 12 August 2026. Commission guidance explains that, until the later design-for-recycling assessment applies, manufacturers comply in accordance with the previous Packaging and Packaging Waste Directive and relevant harmonised standards.

The following measures have their own timing conditions:

| Measure | Start date under the provision |
| --- | --- |
| Main harmonised sorting label | 12 August 2028, or 24 months after the relevant implementing acts enter into force, whichever is later |
| Recycling-design grade condition for market entry | 1 January 2030, or 24 months after the relevant delegated acts enter into force, whichever is later |
| Initial recycled-plastic targets | 1 January 2030, or three years after the relevant implementing act enters into force, whichever is later |

These are not unconditional diary dates. Keep the relevant act and scope beside each entry and assign monitoring of the secondary legislation.

Packaging intended for cosmetics is included in the definition of contact-sensitive packaging. Subject to scope and exceptions, initial recycled-content targets are 30% for contact-sensitive packaging made mainly from PET and 10% for other plastics, excluding single-use plastic beverage bottles. The regulation specifies calculation by packaging type and format as an annual manufacturing-plant average. Read those conditions before turning a target into a component purchasing specification.

## The August PFAS announcement concerns food-contact packaging

The Commission's prominent August PFAS announcement concerns food-contact packaging. It should not be repeated as though PPWR introduced the identical restriction for every cosmetic pack. Assess the requirements for the actual material and use; other chemical restrictions may need separate consideration.

## Continue national EPR work

Extended producer responsibility concerns organising and funding management of packaging waste. The Commission tells businesses to continue following existing national registration rules as harmonised arrangements develop. Its small-business guidance describes possible proportionate fees and administrative flexibilities, not a blanket exemption.

For cross-border sales, keep the country, responsible entity, registration, and reporting arrangements together. Review them when the sales route changes.

For the next packaging project, request the component specifications and supplier evidence early. Include any compatibility work needed for a material change in the project schedule.
